The Environment Canada metric formula, valid for temperatures at or below 10°C and winds above 4.8 km/h.
Does wind chill work above freezing?
The index is defined for 10°C and below; in milder weather wind cools you but the official wind-chill number loses meaning.
Can wind chill freeze water pipes?
No — wind chill applies to exposed skin, not objects. Pipes cool to the actual air temperature regardless of wind.
